Alang Ship Breaking Yard

ભાવનગર જિલ્લાના તળાજા તાલુકામાં તેમ જ અરબ સાગરમાં આવેલા ખંભાતના અખાતમાં દરિયાકિનારે આવેલું નગર છે. આ ગામનો જહાજવાડો વર્તમાન સમયમાં વિશ્વભરમાં જહાજ તોડવાના સ્થળ તરીકે જાણીતો થયેલ છે. અંગ્રેજી ભાષામાં અલંગને શીપીંગ બ્રેક યાર્ડ કહેવામાં આવે છે. એશીયા નું સૌથી મોટુ જહાજ ભાંગવાનુ સ્થળ અહિંયા છે, જ્યાં દરેક જાતનાં નાનાં-મોટાં જહાજો (ટેન્કર, મુસાફરવાહક, માલવાહક વગેરે) ભાંગીને દરેક ભાગ અલગ કરવામાં આવે છે.

જહાજને તોડી નાખવાથી મળતા લોખંડ, કાચ, પ્લાસ્ટિક, એલ્યુમિનિયમ, લાકડાંનું રાચરચીલું તેમ જ અન્ય વસ્તુઓને લગતા વેપારધંધા તેમજ ઉદ્યોગો પણ અહીં વિકાસ પામ્યા છે.

વિશ્વ મજૂર દિનની ભારત સહિત વિશ્વના અનેક દેશોમાં દર વર્ષે પરંપરાગત રીતે ૧લી મેના દિવસે ઉજવણી કરવામાં આવે છે. મોટાભાગના ઉદ્યોગોના વિકાસ માટે શ્રમિકોની પાયાના પથ્થર સમાન કામગીરી રહેતી હોય છે. આવુ જ કઈંક વિશ્વ વિખ્યાત અલંગ જહાજવાડામાં કામ કરતા શ્રમિકોએ કરી બતાવ્યુ છે. ગુજરાત સહિત પરપ્રાંતના પચ્ચશી હજારથી વધુ શ્રમિકોને રોજીરોટી આપતા અલંગ જહાજવાડાની સને-૧૯૮૩માં માત્ર ૧૩ શ્રમિકોથી શરૃઆત થઈ હતી.

મુંબઈ દારૃખાના અને ગુજરાતમાં સંચાણા બંદર બાદ એંશીના દાયકાના પ્રારંભે અલંગમાં જહાજવાડાનો ઉદ્યોગ સ્થાપવાની કામગીરી તેજ બની હતી. સને-૧૯૮રમાં અલંગ જહાજવાડાને શરૃ કરવા માટેની બહુધા પ્રક્રિયા પૂર્ણ થયા બાદ શ્રમિકો ક્યાથી લાવવા ? તે પ્રશ્ન ઉદ્દભવ્યો હતો ત્યારે જે તે સમયના આગેવાન શિપ બ્રેકર શિવલાલ દાઠાવાલાએ મુંબઈ દારૃખાનાથી શ્રમિકો લાવીને શિપ બ્રેકીંગ ઉદ્યોગનો પાયો અલંગમાં નાંખાવાના પ્રયત્નો હાથ ધર્યા હતા.


અલંગ જહાજવાડામાં કામ કરવા ડિસેમ્બર-૧૯૮રમાં મુંબઈ દારૃખાનાથી બોલાવાયેલા પરપ્રાંતિય ૧૩ શ્રમિકોને અલંગ નાના ગોપનાથજી મંદિરે રહેવાની સગવડતા કરી આપવામાં આવી હતી. જેના દોઢ માસ બાદ ૧૩ અને ૧૪મી ફેબ્રુઆરી-૧૯૮૩ એમ બે દિવસમાં ‘કોટાતોન્ઝોગ’ અને ‘ડીડીઆર’ જહાજ નામના બે જહાજો ભંગાણાર્થે આવતા અલંગ શિપ બ્રેકીંગ ઉદ્યોગનો ઉદય થયો. સને-૧૯૮૩થી અત્યાર સુધીની ત્રણ દાયકાની સફરના અંતે આજે હજારો શ્રમિકો રોજીરોટી કમાઈ રહ્યા છે.

Marine salvage industry

The shipyards at Alang recycle approximately half of all ships salvaged around the world. It is considered the world’s largest graveyard of ships. The yards are located on the Gulf of Khambat, 50 km (31 mi) southeast of Bhavnagar. Though commonly referred to as the Alang yards success of the industry has resulted in extension northeastern east to Sosiya. Large supertankers, car ferries, container ships, and a dwindling number of ocean liners are beached during high tide, and as the tide recedes, hundreds of manual laborers move onto the beach to dismantle each ship, salvaging what they can and reducing the rest to scrap.

The salvage yards at Alang have generated controversy about working conditions, workers’ living conditions, and the impact on the environment. A major problem was that despite many serious work-related injuries, the nearest full service hospital was 50 km (31 minutes) away in Bhavnagar. In March 2019, a Multi-Speciality Hospital at Alang, was inaugurated by Vijay Rupani, the Chief Minister of Gujarat. This hospital setup by Gujarat Maritime Board and will be operated by the Indian Red Cross Society. It will provide immediate medical services.

Clemenceau controversy

Alang became the centre of an international controversy when the Supreme Court of India temporarily prohibited the French aircraft carrier Clemenceau from entering the port in January 2006. Attempts to reach a settlement were unsuccessful, and Clemenceau was sent to a ship-breaking harbour in England instead.

Future

The governments of Japan and Gujarat have mutually agreed to upgrade the existing Alang shipyard. The two parties have signed a Memorandum of Understanding, which focuses on technology transfer and financial assistance from Japan to assist in the upgrading of operations at Alang to meet international standards. This is a part of the Delhi Mumbai Industrial Corridor, a larger partnership between the Japanese and Gujarat government. Under this plan, Japan will address the environmental implications of ship breaking in Alang, and will develop a marketing strategy. The project is to be carried out as a public-private partnership. The project’s aim is to make this shipyard the largest International Maritime Organization-compliant ship recycling yard in the world.
